GET

/api/v1/admin/si-dry-run/config-options

Return roles + presets for the dry-run admin form.

Chairman-only. Non-chairman calls 403 before reading any state.

The frontend hydrates dropdowns from this response; the presets are server-owned so they can be tuned without redeploying the UI.
